Francisco V. Vales, Jr. was born in October 06, 1963 in Digos City, Davao Del Sur. He is married to Daisy Dela Pena Vales and have two children Krizia Mae and James Francis who are now both professionals and practising in their respective field of work.

Vales, Jr. started his elementary at Digos Central School and graduated in 1976, he then took his High School Education at Holy Cross College of Digos the same school where President Rodrigo Roa Duterte graduated. After high school days he then took his college education at Ateneo De Davao University and finished his undergraduate course BSC major in Accounting in 1986, as he continue his journey on education he took his Masters of Public Administration at University of Southeastern Philippines.
